Since we have established that the scout reports in real time make the game 
less lightweiht, this would be my suggestion:

If someone has logged on enough (say for more than 15 minutes) earlier in 
the day how about we make it impossible for them top move in the last half 
hour of the turn? That would mitigate the problem of late turn moves, and 
still allow those that can't get on for long enough earlier to move.
