I think the answer is money - give region lords more control over what
happens with their region's tax gold (ie. they choose how much tax to
charge, how much to keep, how much to give their knights, and how much
to send to their leige). Once the nobles are in control of the money,
they are in control of the realm.
Of course, that doesn't give much power to non-lords, but firstly,
that's extremely realistic - if you're not a landowner with a title,
you're a nobody, and secondly, lords should look after their knights a
bit better than rulers look after their subjects, simply due to there
being less of them.
