[Discuss] Banned nobles and tournaments.

There are a lot of ways in which tournaments don't really seem to
happen in the place they're said to happen.  People in the city but
not at the tournament can't talk to eachother, for example.  The
location of the tournament determines how long it takes to get there
and who gets the money, but nothing else.  It would be good if it
determined more.
