[Discuss] Banned nobles and tournaments.

Is there a way to code it so that a noble banned from your realm can't 
attend a tournament there?  It doesn't make sense that someone banned 
and threatened with death/deportation on return, can return so easily 
for a tournament.  That or make it so that they can risk going to the 
tournament, but the judge can order their arrest at the tournament.  An 
example from a movie/book Robin of Lockley at the Archery tournament.  
He had to go incognito so not to be arrested, he was not verbose about 
his arrival because he didn't want to be killed.  I'm sure there are 
other examples in history.  Wasn't an English or French king killed in 
this manner?  He was invited back for something and then hung?
