Yeah... I'm going out on a limb here, but I was imagining a sort of space, 
like a bulletin, where one ruler could suggest a treaty, type it out, click 
the link and send it to the other ruler. If the other ruler likes it, they 
agree to the treaty, and it get posted.

So it can be changed in the same way as diplomatic relations, a treaty can 
be broken by anyone, but needs the agreement of both sides to be signed.
