We already have continents with restricted access.  BT requires you to
move the character from somewhere else, which takes at least 2 weeks.
SWI requires a donation.  I'm not sure another restricted island is a
good idea.  Especially not with medals, when they aren't issued at all
fairly - there are plenty of people that deserve medals who haven't
got any just due to the luck of the draw, and there are people with
loads that probably only deserve one or two.  It's a good system to
get an idea about people, but I would base anything official on it.
