I dunno, what's wrong with using "Letter?" A letter from a King, sent
to everyone in the realm, *is* an announcement, no?

Failing that there's the Ruler's Bulletin. Most people leave these as
static and unchanging, but you don't have to. You can change it,
update it and use that as an announcements board. That would work and
send an event message when you update it too.
