I've just seen a diplomatic incident caused by someone crossing a
border in violation of a treaty. Could we get such treaties
implemented in code? When you agree to raise relations, you can
choose who from each realm will be able to enter the other realm
(no-one, everyone, just traders, anyone without a unit, etc), then
that treaty would remain in force until someone lowers the relations
again. Violating the treaty would work in the same way as the looting
and dueling laws - you get warned that you are violating the treaty
and if you do it anyway, your judge is informed. (Don't inform the
other realm - let them watch their own borders)
