I believe a long time ago(2 years or more ago, anchient history as far 
as BM is concerned) Mr_Jones of Darka was lightning bolted, re-elected 
and lightning bolted again for getting re-elected. I believe Tom said 
something about circumventing the punishment as a reason for the second 
lightning bolt(my memory is flaky so take it with a grain of salt). 
Anyway, that's besides the point :)

Characters have been lightningbolted for doing thing A. They got 
re-elected the next turn and got to keep the benefits they got from 
doing thing A.

People have been lightning bolted for doing thing B and then proceeded 
to get re-elected the next turn.

Essentially there was no punishment even in a clear case of abuse to 
gain a strategic advantage. That's what's causing people to doubt the 
effectiveness of lighning bolts and want to see them do more.

I think people are actually wanting to see you actually lose(as in not 
getting immediadly re-elected) your position when you get lightning 
bolted. In other words a *real* punishment for those found guilty of 
doing something wrong.
