The issue with the bolts at the moment is that the system doesn't have
a check in place to make sure the violator is unable to be reelected.
Once that's done, it's a lot bigger punishment.

As for the two people on BT, it was connected to the complaints of one
EI player who was bolted.  Those characters forwarded messages from
said player, which had anti-Tom/Titan comments in it, and thus they
were punished as well.
