As long as people are made aware of the new feature, a message isn't
needed.  The only time the code would change people's votes is after
their candidate wins.  At that time, they can't change it back anyway,
because the current ruler isn't on the list, so there isn't really
much point telling them it's been blanked.  If they want to vote, they
can go vote, no need to tell them to when there isn't an election
planned for any time soon.
