I suggest that it be made impossible to vote for the current ruler
(outside of republics and democracies, of course) - ie. their name
isn't on the list. Also, after an election, everyone that voted for
the winner has that drop down on the paperwork page reset to None.
If the ruler has been removed for some reason, and you want them to
have their job back, you have to specifically go and vote for them.
This should help prevent people getting re-elected simply because
no-one bothers to vote for anyone else and their votes are already set
from the last election.
This helps both with lightning bolts and with serious
wounds/imprisonments. With bolts, people should have to specifically
decide that they think the crime wasn't worth keeping the person out
of office. With wounds/prisons, the ruler is removed because that's
as close as we can get to a ruler dying and being replaced, so it
doesn't make sense for people to vote for them in advance, since if
they can still be ruler, there won't be an election. (I know usually
someone else is elected before the ruler gets back, but if they step
down to let the ruler back in, people would actually have to vote for
the ruler, rather than it being automatic because no-one changes their
votes from how there were when he won in the first place)
