No, but we *have* to make *some* assumptions when new features
appear, one way or the other, unless you tell us something. In this
case, the assumption is based upon the well-known fact that
assaulting another character gives you experience.
Absent some indication that it would be otherwise, is it at all
surprising that many people would start attacking these nearly-
defenseless targets in hope of some free training?
