Most people will probably create their characters in Beluaterra as FEI 
is role play island.  Since people can only go there by emigrating (or 
being an adventurer) it should help out.  Also, you're not a noble, so 
you don't receive taxes.  Furthermore most of them will probably never 
become nobles, so they're pretty much playing their own game.
