For Infs, I totally agree.  It's gotten much harder to get your hands
on the culprit.  For general TL's though (as someone else suggested)?
Prison sucks.  It's functionally the same as being seriously wounded
except you also have the exciting chance of being marked for future
death.  Why make that easier?
