I have a better solution (or at least a suggestion): add some kind of  
feature that makes people lords of lordless regions occasionally  
*without* having to purchase the title (details TBD) so that it's not  
blazingly obvious that that's what happened.

Even though, from our characters' perspective, it should, indeed, be  
possible for someone to discover they're the long-lost heir to the  
Barony of Arundel or whatever, when they've never seen anything like  
that happen except when the family in question had a LOT of money,  
and several officials were found missing the next morning, and the  
ink on the deed (or whatever) looks barely dry, it's got to raise  
some suspicions, even if it doesn't actually blow the thing wide open.

If it sometimes happened legitimately, that would create just the  
right element of OOC doubt to allow at least some people to be able  
to get away with it.
