I'm not in the Cagilan Empire, so I'm obviously not privy to its private 
messages, but perhaps the lesson there is that stripping a noble's title 
should not be an automatic response to buying a region?

This has been brought up before, but in roleplaying terms buying the 
title is "discovering" a legitimate familial claim to the region.  It is 
not, in and of itself, an inherently treasonous act -- the person buying 
the title should be given at least respect, if not outright acceptance.

With that in mind, it's difficult to argue that any punihsment for 
buying a title is a proper in-character response.  One as severe as 
questioning nobility (arguably worse than death) is certainly out of the 
question IC.
