The 5 with 20, every time.

BattleMaster has some rather ingenious diminishing returns built into  
it in many places, which means that the first 10 have more CS than  
the next 10, which have more than the next 10, etc.  It's also true  
of other things in the game, but most aren't so obvious, I think...
