No, since it says so on the Inalienable rights page on the wiki.

Yes, since it doesn't say so on the Inalienable rights page on the
wiki (as long as you're sure it was genuine disobedience and not
simply inactivity, of course).
I don't know what message on the login page you're remembering, but I
certainly don't remember it and I don't remember a massive argument on
this mailing list taking place because of it (and if you think a
message like that could have been posted without resulting in a
massive argument, you don't know this list very well). The only
message I can think of that you could be thinking of is this one sent
by Tom to this list on October 18th:
"I'm thinking about extending the Inalienable Right to choose which kind
of unit to recruit to cover _all_ aspects of unit command. The new right
would essentially say that individual units under the command of a
player are entirely and exclusively his responsibility. Nobody should be
allowed to tell anyone what kind of unit to recruit, how many men, what
extras to buy, when to pay or which line settings to use. There are
enough in-game mechanics to work with if you want a specific outcome,
especially for line settings."
Does that sound like the message you were thinking of? If so, it's
just Tom brainstorming, not imposing new rules.
