How does that explain the fact it (being: not punishing people for
disobedience) was posted on the login-screen? I'm not the only one who
remembers that it happened, and what it contained, so I'm pretty sure my
info is correct...
BTW: it doesn't mention anything about punishing disobeyment (given it has
nothing to do with inactivity)

Indeed, lets please stay shortminded and assume that any example someone
uses, is a protest against what happened. I was not saying I was falsly
bolted, I was saying that the message on the login-page appeared the day
after I was lighteningbolted. In case some knew my character, some people
would know when that happened and maybe remember what I was talking about.
Actually, now I mention it, there was a huge fuss about the coïncidence that
those two things happened at the same time, so it is most likely that people
will remember it when I mention this fact, because it was talked about at
the same time.
So, to get back to the point: may you, or may you not as general include in
your orders which unit-type you would suggest or prefer.
And now also, for clarification: may you, or may you not punish someone for
having the wrong settings, or moving to the wrong region or...
