The only OOC punishments that exist are those of the Titans and Tom
and the OOC ban option - none of those have ever been used for a
character disobeying orders. A fine or an IC ban does not punish the
player, it punishes the character.

You can't punish people for disobeying orders? I missed that - where
is that rule detailed?
