Each rank has a value for the maximum they can go in debt to the
guild.  So, if you set it to 20, they can withdraw 20 gold.  Then they
can't withdraw any more.  The only way I can see this work for you is
if everyone had their own rank.

I remember hearing something about interest having to be paid on what
you borrowed, but I have no idea if it was ever implemented or even if
I am remembering wrong.  Perhaps someone else can help with that.
Whomever helps with that might also want to volunteer what happens to
someone that borrows the maximum and then doesn't pay it back before
the interest is charged (leaving them potentially over the max debt).
