I think no change is local lords is good - it's realistic, an
individual, or at least a family, would hold a particular title for
centuries at a time. They aren't enormously powerful positions (more
powerful with the new tax system, certainly, but still not too
powerful), so it doesn't really matter that they don't change. I don't
believe history has anywhere near as many power struggles over a
barony as it does over a kingdom.

Anyway, there's nothing stopping Tom implementing a "Claim lordship"
option at the same time as he implements a "Claim rulership" option.
And even without that, lords will change when regions are TOed, so
it's only the core regions of a realm that will always have the same
lord.
