The idea was to make infils more useful. Before this change, the ruler
would be out of commission for the few days, during which someone else
would stand in, and then step down once the ruler comes back. (I know
some new rulers kept their job, but quite a lot didn't) Now, the ruler
is out of commission for a few days, during which no-one can access
the ruler options, and then the ruler gets the job back when he
recovers. The only real change is that there is now no stand in while
the ruler is away, which is bad for the realm, and therefore good for
the infil. For internal jobs, a ruler can be removed very easilly by
protests - Tom made it take less protests if the ruler was absent.
I have just realised, however, that no-one being able to access the
ruler commands includes the OOC ban option. I suggest the judge be
given the OOC ban option while the ruler is away.
