[Discuss] Region Re-population SWI

The same issue was occurring (only in certain regions, not all of them
-- which I think is our best clue) in the old SWI as well.  Some
regions regularly repopulated themselves.  Some never increased by a
single person for the whole life of the island.

There was a bug on the bugtracker about it
http://bugs.battlemaster.org/view.php?id=1190 but that was recently
closed (though not resolved).
