I disagree strongly with both statements.

For the first, you ought to at least start to see 3 or 4 people a day  
coming back before a week is out, unless the morale is below 50%.

For the second, unless they've been recruiting almost exclusively  
from Jerelin, and drafting a lot, I don't see how they could be  
completely preventing any recovery for weeks or months.  Recruitment  
just doesn't take that many men at a time from any one (non-city)  
region.
