I doubt you'll see much in a week. You need to get the morale back up
to 100% and then leave the region alone for a long time. If you're
lucky, you might start to see improvement in a week, but it will take
far longer than that to get anywhere.

If you haven't even been trying to prevent recruit from there before,
then that's almost certainly your problem. I don't see anything wrong.
