Good idea - at the moment food within a realm doesn't make much sense.
Nobody pays anyone for food.  Generally, peasents should be taxed in
the form of food, leaving them enough to eat, but not much more. That
taxed food can then be sold to other regions and realms. Regions like
cities that don't grow enough food should have the people paying for
their food, it shouldn't just be given to them by their lord. I think
the simplist method is for them to pay their lord for the food, their
lord then pays other lords, or prehaps the peasents of a region that
has surplus after tax (of course, their lord will tax part of their
profit anyway).

This gives a new option for controlling region stats - deciding the
price of food for the commoners. A low price means the lord loses
money, but the people are happy, and high prices makes the lord money
but annoys the people and possibly causes them to starve even though
there is food available (which will cause revolts, stealing food).
