err... I suggest you lower it _now_ before the new code I just added  
goes into effect.

You spotted an oversight in coding there. Penalties for high tax  
rates didn't increase anymore beyond a certain point, because I never  
thought anyone would go beyond it. They now do. Exponentially. With  
89%, the region will revolt within 2 days or so if you are on  
testing, you have another day or two if you are on stable.

This is the kind of obvious bugs I'd like to see posted to the  
bugtracker. Everyone should realize that you are playing the code  
here, not the game.
