Small realms, have the ruler, judge, local lord all on site along with 
parking the army there... in our three region realm somone suggested we try 
cranking up the tax rate to 89% (maximum while doing all the maintenance we 
could do, CW, PW, priest features et al... I'd really love to see how long 
we could hold it :)
