[Discuss] Experimental Tax System.

Not true. The tax was _never_ tax% of the guild treasury, but always  
tax% of that part of the guild treasury that's stored in guild houses  
located in that realm.

Now each region takes individually. If the tax rates are the same,  
there should be no change except for rounding issues.

No, they can't. Some regions can sustain higher tax rates than  
others, but I would be very, very surprised to see any region survive  
a tax rate of 40%.
