Most region lords have not set duchy and realm shares yet. Once they  
have (and I sure hope the ruler, banker, etc. lean on them for large  
shares, there is a lot of potential for internal politics in this  
one) so once they have, there will be a considerable realm tax  
collection, which the banker can distribute. I expect much of it will  
go to the government members in most realms, who are greedy by nature  
(why else run for government) and now have the nice excuse that they  
don't get anything from other sources (unless, of course, they are  
region lords themselves).
