I don't think my suggestion should affect normal transactions.  The 
distribution of gold on a per-house basis would only be done for taxes, 
simply to ensure that a guild can't get taxed on over 100% of its holdings.

We don't worry about whether a particular city has enough gold to cash 
bonds, after all.  We assume it can, even if it's been looted to the 
ground.  The guildhouse distribution is more of a pro forma accounting 
thing, rather than something to actually keep track of.
