I see a few problems with this currently:
A ruler gets next to no money with it, there is no possible way for them
to choose a liege as they are everyone's superiors. I suggest a way for
them to demand from the dukes or other region lords (which is how the
true feudal system worked, the king would receive money from all of
those lesser then himself). Of course, if they demand too much they
won't be around long. Another way is that they get the region share
from imperial regions. Again probably wouldn't be high or people
probably wouldn't keep them for long.
Along those lines they would also be able to have knights of their own,
which makes sense in most government systems. A king may have dukes
that are loyal to them
but they are also going to have imperial knights that have sworn
loyalty to the crown (or whatever the ruler in that system is).
Would people that currently have a liege be able to choose another
without penalty? If not what is the point of their current liege
offering them money for their oath? I assume that is where this is all
leading? I think this also hurts the people who are less active and
just because of communicating less are less likely to receive offers for
an oath. Probably not going to be much of a problem in places that are
small, but places like EI and Atamara where there are over one hundred
people in some realms, those people are likely to be passed over.
