[Discuss] Suggestions vs. Orders

I've read the guidelines that say that giving a "suggestion" that
violates the inalienable rights is the same as giving an order. I
agree with this, but I think there are times when it might be
appropriate.
For example: One of my characters is general in a Feudal Republic --
orders (theoretically) come from a duke or marshal, not any other
government official. Therefore, I carefully suggest that new TLs
choose a liege as soon as they are ready, by telling them that by
doing so, they will receive more tax gold and get orders quicker. Is
this a violation?
Another example: Sometimes we're moving out to attack a city. There
are a few cavaliers who I know will recruit large cavalry units that
are likely to clamber up and down at the walls while they're taken
apart by the archers. (I know, this draws archer fire, bla, bla...) Is
it a violation for me to tell them Infantry might be more effective on
this mission?
