Ah, but you still need some way of deciding how a new ruler comes to be.

You could give the dukes of the realm the option to make a claim for the 
throne(when the ruler has been in prison/wounded for a certain period of 
time) and then have the realm vote on those who have made a claim. Of 
course, you could allow all lords or any noble in the realm to do it. 
The voting time between the claim and vote might need to be a bit longer 
than the two turns we have now to allow for more debate and campaigning.

You could give the ruler the option of appointing people who could make 
a claim for the throne("King Paul has declared Simon to be eligible for 
the throne should something happen."). That would give some boost to RPd 
marriages and stuff like that. The realm could then have a simple Yes/No 
vote on whether they accept the claim or not. If they don't then there 
would be a normal election. Maybe anarchy in between? Of course, the 
above wouldn't really suit Republics or Democracies, but they have 
monthly elections anyway so they might not need to work the same way.

Hmm, if the whole realm is supposed to be a part of the wanting change 
process, maybe have a check appear in the paperworks page that people 
could mark?

"The king has been captured for x days now. People are starting to ask 
whether he should be replaced. Go to the paperworks page to state your 
opinion."

Once enough people agree that a new ruler is needed, the current ruler 
would lose his position and a normal election would be held. For other 
council positions it could work the same or the power could be given to 
the ruler to decide whether a new one is needed or not.
