In certain government types, a permanent ruler is really how it should happen. 
It *should* take a rebellion to overthrow a monarch or a tyrant. If you want a 
ruler that constantly changes, move your character to a democracy.

If you want it to be less obvious that you're the one beihnd it, then you'll have 
to be sneaky. Convince someone else to do it, and set them up to take the fall.
