In response to the long thread on this list not too long ago, Tom increased the
honor/prestige penalties for stepping down from office soon after an election. I
personally woud tend to think this would indicate the official policy on the east
island. i.e. You can do it, but you will pay for it by losing honor and prestige if
you do.
Specifically, Tom's comment was:
"I've raised the penalties for stepping down very quickly considerably.
This should take care of the next-day problems. There is a lot of
incentive for even intermediate rulers now to hang on to the throne at
least for a few more days. For example, the penalty for stepping down the
day after being elected is 5 prestige and 20 honour."
