The local lords decide the tax rate of their region and how much of it
goes to the realm and duchy and his knight. The banker has no direct
control over the tax rate of the whole realm/each region. The bankers
role is deciding how to distribute the gold that gets sent to the realm.
So there will be no "double taxing". At least that's how I've understood it.

I always thought it a bit odd that priests that are region lords do not
get their region share. I suppose it was just easier to exclude them
from the whole tax instead of just a part of it. Though with the new
system it would be rather easy to let them keep their share from the
region? Or maybe have their share automaticly transfered to the
religions funds?
