So removing that option would remove a feature for roleplaying, IMHO.
Also, as you say yourself in the government manual, a king should guide,
not order. A request by a king *is* often viewed as an order, but IMO
it's a request that is followed like it was an order, out of respect to
the king.
As I said, I think removing the option would remove a roleplaying tool.
