[Discuss] Experimental Tax System

I've uploaded code for the new experimental tax system.

On the testing worlds, you should see experimental tax reports in 
addition to the normal ones. They are NOT YET ACTIVE, so the report is 
all you get, no gold or anything.

Check if it makes sense, is easy to understand, and all that.

The basics is that gold is collection in the regions and every region 
lord decides how much of it goes to the duchy, to the realm, or to his 
knights, and keeps the leftovers for himself.

The banker, on the other hand, can set how much the government members 
get, how much is for the imperial knights and how much for everyone (the 
base share that you already know from the current system). This part 
(the banker stuff) does not yet work very well. It takes the government 
shares from the old system, but there's currently no way to set the 
imperial knights or base (everyone) share.
