>From what I understand, buying a title is not the same as appointing a lord. 
You can't appoint a lord because the people do not acknowledge your right to 
rule them. However, when you buy the title, you are, in essence, merely 
exerting your (suposed) hereditary right to that title. You do this by bribing 
people and forging documents. It really has nothing to do with who currently 
claims the region.

* You are *supposed* to be able to buy the title to a region with a claim on it.

* You are *not* supposed to be able to appoint a local lord in a region with a  
claim on it. (However, this doesn't always work, and you can, in some cases, 
still do it.)
