No. They are not orders. They are not addressed to anyone or even a 
group in particular. They are addressed to the realm to anyone who would 
care enough for the request. There is no repercussion, not even memory 
of the request unless it is accepted. If accepted, the noble receives a 
thanks.
No, it does _not_ always has to be an order. It can be a legitimate request.
