[Discuss] Region Claims

Are region claims not yet working or how do they even work?  I am the 
Prime Minister of The Cagilan Empire, I cannot appoint a lord to Nida, 
which Carelia has a claim to, however, Carelia was able to appoint a 
lord to Skalk, which CE has a claim to.  Is this a bug?  I believe 
Kronos bought the title the first time, correct me if I'm wrong Kronos 
(or someone in Carelia), does that make a difference?
