[Discuss] Acting/Reacting towards RP = Using OOC knowledge to be ready IG?

The RPs in the ruler channel?  What form did they take?  From what you
say it sounds like they were conversations between rulers and were
held in public - I don't see anything OOC about it.

If someone RPs a secret meeting that your character shouldn't know
about, then using that knowledge would be unfair.  Were any of the RPs
to the ruler channel said to be secret?
