[Discuss] Could we let Avamar choose a ruler and give him/her access to the ruler channel?

It might be obvious to you, but it's not necessarily so to everyone
else.  Including some people in Oligarch.

Anyway, this is a crazy request.  Arbitrarily adding non-rulers to the
rulers' channel would significantly devalue that channel.

Well, quite.  And it ought be quite difficult to communicate with
people in exile scattered through numerous realms.
