A time in realm rule would probably be better than a prestige rule, I
guess - then you can elect buros as judge even though they gain
prestige much slower.
Artifical limits on family members hold positions close together would
make it impossible to actually RP heriditary positions. If it's RPed
properly, then it should be possible. It would also stop that one
time in a million when the new character actually deserves the job in
their own right.
