Prehaps changing what the hurdles are, rather than just making them
higher would be better. How about something relative to the other
people in the realm? Only the top 50% by prestige can stand for
rulership, top 75% for other council positions, say. Either in
addition to, or instead of, the 10 prestige rule, I'm not sure what
would be better.
If someone that's not been in the realm long wants to be ruler,
they'll have to lead a rebellion.
Although, on 2nd thoughts, maybe a softer limit would be better - how
about giving people free votes depending on their prestige, so new
people can still win but they need a great proportion of the
population behind them than old people do. Call it the votes of the
NPC nobles, or something. (A small random element might be fun in
there, too)
