I think that might actually be a low as it gets.  There was a bug at
one point where everyone only got 6 hours (A < where there should have
been a >, prehaps) - that bug would be most likely if 6 was the
lowest.  I'm not sure that's low enough to be a real problem though,
so many old characters may keep going...
