[Discuss] plea for update on status of marshall bug

Well, I'd like to at least _try_ it since it's the way things are 
'supposed' to be done.  We've got Duchy Marshalls, but in this 
particular realm all but three regions are in one duchy so Duchy armies 
alone aren't enough.  With an Imperial Marshall and Duchy Marshalls -- 
not to mention Ducky Marshalls, who are just ducky -- we can at least 
divide into two groups by asking the Dukes to dispatch or recall soldiers.
